This is a Windows only issue.

The way videos are processed in the Logger Pro 3 for Windows precludes sound from being played when you play the video within Logger Pro. To listen to the sound on a video, view the video using Windows Media Player or other supported video player.

Note that Logger Pro 3 for macOS computers will play sound when a video is played.
