Note: This issue is fixed in Logger Pro 3.8.6.2 and Logger Lite 1.7 and higher.

Windows 8.1 changed the default suspend/stop behavior for Human Interface Devices (HID) USB connections to always try to suspend. If the device is left connected when Logger Lite 1.6.1 or Logger Pro 3.8.6.1 exits, then the device is put into a suspend state. The software library responsible for communications for the Go!Link and GC Mini did not correctly handle the suspend/resume flag from those devices. The result is that the device will not reconnect when the software is restarted. Another attempt to reconnect by restarting the software will succeed… thus the “every other” connection attempt fails. Logger Pro may also hang when it fails to connect due to another defect.

The issue can be worked around by always physically disconnecting the Go!Link or GC Mini prior to closing the desktop software on Windows 8.1 or by changing the power management settings in the registry. See http://support.microsoft.com/kb/2900614 for details.

Go!Motion and Go!Temp are unaffected by this issue. It also does NOT affect the GC2-MINI. The GC2-MINI always draws current from the AC power adapter so a sleep message command to power down the USB power bus is not an issue for that device.
